According to one convertor calculator, if it is 9 am on the Eastern coast of the United States and Canada (EST), it is 6.30 pm in India, using Indian Standard Time (IST).
The best way of finding out what 9 am EST is in IST, is to search online for a time zone convertor. There are numerous convertors available at your fingertips that can be found by using a search engine. One of the convertors you could use can be found at this link:

The reason it may be one time in one part of the world and then another time in another part of the world, is largely to do with the position of sun. For instance, Australia and New Zealand are closer to the equator than say, the United Kingdom, so the people living in these countries may observe different daylight hours. Indeed, for all of the countries in the world to have the same time zone, the sun would need to be in the same point in the sky at midday. However, due to some of the countries either being closer, or further away from the equator, it is impossible for the sun to be in the same point everywhere in the world at the same time.

Since EST is GMT -5 hours and IST is  +5.30 hours....  So just add 10.30 hours.  Hence EST 9 am is 7:30 pm in India i.e., 19:30 IST                                                       -Rajan(India)
