Actually, Philippine passport holders can now enter Taiwan visa free for 30 days if they have a valid visa to the UK, US, EU, Canada, Japan, Australia, or New Zealand. You must first apply online at nas.immigration.gov.tw

Anyone who wants to visit Taiwan as a tourist needs to have a visa. Countries like America, UK, Canada, Australia are exempt from the visa requirements for a stay of 30 days. However there is no such rule for Philippine nationals. So you need to have a valid passport, a visa and confirm return tickets to enter Taiwan as a Tourist.
