If the two '71 Ikes do not have the 'S' mint mark under the bust, on the front, they're not silver. They'd be worth $2 - $3 each, to the right collector, but a dealer would offer $3 at most for the pair. If they are silver, the dealer would pay $7 - $8 each for the $10 worth of silver in each. A collector might pay $12 - $15, but only if they are in the original US packaging.

The proof sets, a dealer would pay about 80% of the silver value for the three silver coins in the 1964, and 1965 and 1968, 80% of the silver half dollar and face value for the other coins, and then hope to sell the sets for retail.

The value of the silver alone:

1964 - $19.50 - you'd be offered about $16. They sell on eBay for $20 - $25.
