The only people who can apply for a visa online are citizens of the Philippines, Indonesia, Vietnam, Thailand, and India who also have valid visas to the EU, UK, US, Canada, Australia, or New Zealand. They can enter Taiwan without a visa, but must register online with the Taiwanese National Immigration Agency. Also, people from Hong Kong and Macau can also apply for entry permits to Taiwan online through the same Immigration Agency website. All other nationalities need to apply for visas by paper through their nearest Taiwanese embassy, consulate, or representative office. Some travel agencies can obtain visas for you.
