There are a lot of reasons. The biggest reason you need a plan is organizational. You need to determine the type of data that will be included on the spreadsheet and how you want to organize that data.
You can take the same information but organize it different ways and it will convey a completely different idea. This is especially true if you will be graphing the data that you put in a spreadsheet.
