Would a person be likely given a partial refund for their airplane ticket (for the amount of space taken) if the person sitting on the next seat is pouring over from the other side and requires a seat belt extender?

You may contact the airline and explain the situation. They may give you a free voucher or discount towards your next purchase depending on the airliner you went with.

I highly doubt it .. If airlines thought for a minute they would have to start refunding passengers for any discomfort driven complaints, they wouldn't be so focused on reducing individual passenger space on a plane to fit more revenue bearing seats in.
