The answer is no It will not. It is possible to get a passport with a warrant out for your arrest. As long as your name isn't in the central name check system you will be fine. The only why your name would be in this system is if a request is put in by law enforcement. So if you for example Killed someone and are running then it's a bad idea but for a warrant lets say for probation violation you will be fine.

The US retracted the need for a passport for cruises and such but not sure for how long. They were backlogged in processing passports. You may want to check that out to see if you can make it work or get matters cleared up with your warrant so that it is all legal.

It is not possible to obtain a passport of any country, if you are wanted for a crime. The passport authority upon knowing your true identity will simply hand you over to the concerned authority. So I suggest you postpone your marriage, have yourself arrested, fight your case and if your crime isnot too big, you can get a release on bail. Then you can get a passport and go on a cruise and get married.
