In the east- well I like to visit Sao Paulo and surrounding cities any time of the year! Weather is not much of a factor, because the east of the country is also known as the industrial heart of Brazil.
The west of the country is still mostly undeveloped (especially in comparison with the rest of the country), and is quite rural.
The weather in the west matches that in the eastern and central parts. The terrain is pretty rough, similar to the 'old west' of America and far removed from typical Brazilian life and the sprawling urban areas. Search for the Pantanal and you will see what I mean.
In the center of Brazil, the weather is moderate to muggy in summer and fall (December to May), winter is cool (June to early September), and spring is nice too (from October to mid December).
In mid-October, all the flowers and plant-life are in full bloom, and there are spring showers too. In my opinion, it's the most beautiful time to be in the country.

Actually, in my six trips to Brazil, I have never found the weather as unbearable or extreme as it sometimes can be in America.
I lived in the central part of Brazil during the summer and spring of 2000, and it was very easy to acclimatize to the temperatures.
If you plan to go to the Amazon Rain Forest, I would suggest you make a serious study of the predicted weather via the Internet, as it is unpredictable from year to year.
Be sure you like rain and bugs if you go, though - you will see plenty of both!
Regardless of the weather, if you have the opportunity to visit Brazil - go do it! You will love it.
