If you are in a good sized group (say six or more) and don't wander around alone (especially females) you are probably OK. And stay alert all the time.
I know people who went there on missions (groups of 20 or so) and they enjoyed it.
I was on a mission to Russia in 1994. One thing to watch in these type countries is the level of medical care available (not too good). We took antibiotics with us (we each got prescriptions from our own DR.) and many had medical evacuation insurance to pay for getting back to U.S. If necessary. Most ended up taking the antibiotics because of the food, plumbing, mosquitoes etc. Clean drinking water is a problem in a lot of countries.
And don't count on the U.S. Government warning you of hazards. They don't do that because countries support each other and do nothing to deter tourism. I would go again (including Dom. Rep.) in a good sized group.
