Sure you can. Can you collect benefits while away? -this is a different story. Unemployment will no doubt say that you cannot do this. "must be able and available for work", etc., but it seems reasonable that you could continue to search for work and apply for jobs online no matter where you are, and thus meet the criteria of "actively searching for work".
If you file online from outside of the country, there may be a way for them to know that you are out of the country through your ISP address, in which case they would probably deny your claim.
