I have already requested for my Italian passport and currently using a PERMESSO DI SOGGIORNO. But now due to lack of employment issues I have to move to Germany to search for a job. Will I still get my Italian passport if I change residence to Germany?

Passports are based on your nationality, not residence.  If you applied already, the authorities should mail it to you at the address given.  So, hopefully, someone will be there to mail it to you in Germany.

Are you applying for citizenship or just requesting a passport? I imagine that if you're on a temporary permesso di soggiorno, they may look at how long you've been in the country, and then your current circumstances before issuing naturalization.
