You need to apply for Residence Visa first, which will be provided for 1 year and may be renewed for additional 2 years of period. After it's expiration, you can apply for permanent residence visa. After getting the permanent visa, you will be able to apply Spanish Passport.

I was told that you must physically live in Spain for 1 year before you qualify to apply for a Spanish passport.

I am currently living in California and I'm married to a Spaniard.  I have been searching for information about the process / steps  for applying for a Spanish passport for months and no luck so far.  I tried calling the Spanish consulate but they were not helpful at all. Basically I just need to know what paperwork I need to bring to Spain in order to apply for the passport.
