Now don't take this to heart, but I was just very recently advised on this same situation, within the last 2 weeks. Apparently, magic shops and other tricksters are going out of there way to cut and deface these quarters so they can have a two headed quarter. Look very closely at the reeded edge. Does it appear to be cut and superglued? I have been a coin collector for over 20 years and have never personally seen this. There are something in the us mints that's called a mistake, but up until the last couple weeks, Ive never heard of this one. Doesnt mean throw it away, I would research it a little further.
Looking For The Value Of A Miss Printed Quarter, Both Sides Are Heads And Each Side Has A Different Date, 1968 On One And 1991 On The Other What's The Worth?

It's worth nothing, Double-Sided Quarters are worth nothing, unless this quarter wasn't made by some prankster or magician.
