Not sure what you mean by "certify." What is sometimes required in the US is a "notarized" copy of a passport, which simply involves taking original passport and a copy of the page with your passport photo and number, to a "notary" who simply witnesses that the copy is legitimate.

If you need a certified copy of your passport abroad for something, you can contact Apostille Services in Melville, Long Island. I recently certified a copy of their certificate. They did everything perfectly and quickly. I think they will help you too. The main thing is to make sure that your apostille is accepted in the country you are going to. As for me, my apostille, which they made, was easily accepted in Iceland.
