If you book a holiday with a travel agent they say that you need to be over 18.
But however, if you book the hotel and flights separately this is normally allowed. This is because travel agents are not insured if anything happens to you.

But if youre looking for a fun place for you and friends why not try somewhere like butlins? I went there for my 16th birthday without parents and it was absolutely fine.
