You need a passport to enter to Dubai no Travel Document. You would not be allowed to enter to Dubia with a Travel Document.

Don't even think about it. Again and again they will tell you MUST BRING YOUR PASSPORT . Even if you explain to them a person who have a travel document can't provide a passport. Don't get fooled by the idea that they will understand and consider your travel document even if you have an ENTRY VISA. I had an ENTRY VISA ISSUED BY THE INTERIOR MINISTER AFTER PROVIDED MY TRAVEL DOCUMENT. Though I explained at the beginning of the process I have a travel document, I got an entry visa through my hotel issued by Ministry of Interior. But what is funny is when I arrived at Dubai, I couldn't enter. Which is unbelievable since MY VISA WAS ISSUED BY THE MINISTRY OF INTERIOR after reviewing my documents. My final advice to whoever want to travel to Dubai, travel with travel documents only if you want to be DEPORTED BACK TO YOUR COUNTRY ON THE NEXT FLIGHT!!!
