SSA means Social Security Association for ones that have worked so many quarters and paid into the system. To draw social security you would have to show proof that you worked, paid into the system, or be declared disabled...not able to ever work ruled by one of their judges.
I'm not sure with a green card you would be included. I would think a citizen of the US should be only ones to qualify for our government retirement program.
