That is too easy! 12.30PM is exactly the same time as 17.30 or 5.30 pm. Eastern time is 5hrs behind.
And to convert from military or 24hr system. Just subtract 12 from any number greater than 12. Also, if it is past 12 , then it is automatically 'PM'.
Unless it is midnight and then it automatically becomes 0000hrs. No hours after midnight.
I.E 1900hrs is (19-22=7) then since anything past 12 is pm...7pm.
Adjusting for daylight savings is a simple matter of either adding ro taking away 1 hour depending on the season you are in!
