It probably depends on which country you are interested in, but someone with a good claim to this title is Thomas Cook. He more or less started the tourism industry in Britain, and his company was one of the first in the world. His aim was not really to make money but to get people to go away on trips which he thought would encourage them to lead a healthier and more moral life.
