There is a long list of countries that DO NOT require a visa to visit Panama. This is based on a short-period stay of 30 days (with possible extensions available upon application).
For countries that DO require a visa, I'd suggest you visit the Panama Visa HQ website which will allow you to cross reference your country of origin against their database. This will give you an answer about your visa eligibility in seconds, as well as useful information about how to apply.

- Passport - The main thing you'll need is a passport that is valid for a minimum of 6 months. (For Australians, Canadians and American nationals- Panama issues you guys something called a 'tourist card' instead of a visa. The price of this is usually $5 and is often included in the price of your air plane ticket) It's also important to note that, whilst most European nationals do not require a visa, Bulgarians and Romanians do.
- Visa Note - Visa notes are required by certain citizens from countries that require a visa. Information about this will be provided to you by your consulate when processing your visa application.
- Other documentation - Other standard documentation that anyone visiting Panama may be required to have is a purchased return ticket or onward flight, and proof of your ability to financially support yourself during your stay in Panama.
