I live in Sterling, VA, but am originally from Toronto. I tried doing the simplified renewal at Passport Canada's web site, but my application was rejected.
These guys charge $99 to review your application and the photos you have done ( my photos were done by a commercial photographer at Costco who royally messed up the head shot - luckily they put me in contact with a good commercial photographer in Georgetown), and then you just send it in. I had my new passport back in 3 weeks.
