Permanent legal residents of the US and Canada      All legal permanent residents of Canada and the United Sates, regardless of their nationality, if in possession of a so-called green card (now they are pink), or its Canadian equivalent, do not have to go through the process of applying to Mexico City for their entry permit nor do they need the stamp on their passports. They can be issued the tourist  card on board the aircraft or at the port of entry to be able to travel to Mexico as tourists, in transit, or for short business trips.        THEY MUST CARRY WITH THEM THEIR VALID PASSPORT AND THEIR GREEN OR PINK PERMANENT RESIDENT CARD ISSUED BY THE U.S.A. ..if you are coming from the states, then you don't need a visa to enter mexico, as long as your driving to get there because there are some states that are really close to mexico, in times, you will be stop by the border patrol and if they do stop you, your us drivers license would be your proof that you are living or residing in the united states.

You are still a citizen of your motherland, even though you are resident in the US, so you'll need a visa or tourist card. You might be exempted if you are from Japan, South Korea, or Singapore. Check your local Mexico consulate, or let your travel agent handle it, to be safe.

For US citizens you don't need a visa to enter into Mexico because all US citizens are exempt from visa to Mexico and its states.
