I understand you are an Iraqi woman living in Iraq with a British citizenship and need to find your husband a spouse visa. You do not need to fly into the UK to apply for a spouse Visa. You can find out if a British Embassy is operating in Iraq so you can pick up the right application form for your spouse's visa. You can also find out from the nearest British consulate in a neighbouring country to you. I would consider coming to the UK as the last resort for you to process your husband's visa. Good luck.
You can apply from neighbouring UK posts in either Jordan Amman, Syria Damascus or Beirut Lebanon. You do not have to be in UK to apply. Although it would be good to have a job lined up for when you get there. You need to show evidence of being able to support yourselves without the help of public funds and appropriate accommodation for when you arrive in the UK.

If you are wanting to bring your husband to the uk you yourself need to be working 6 months and be paying utility bills and have a home in the uk with all documentation of this then travel to syria and apply from there it should not take any longer than 3 months. Good luck....nerway....
