Yes, it is true. Philippine passport holders with valid visas to the US, Canada, UK, EU, Australia, New Zealand, or Japan can visit Taiwan visa free for stays of 30 days. You must first apply online though at www.immigration.gov.tw and the application is under the link "Online application for authentication certificate"

I am a Filipino Citizen, holding a Philippine Passport. I have a B1/B2 US visa valid til 2011. I heard US visa holders need not apply for Taiwan Visa to go to Taipei.

Yes, you can visit Taiwan for 30 days without a visa if you apply online first. The application is free. See the reply posted to the original poster.
