There is no need for you to obtain a visa for you to enter as a tourist in Singapore. All you need is to have a Philippine passport with a validity of at least 6 months beyond your expected date of departure from Singapore. A return or onward airline ticket is also necessary. More so, proof of fund is required for you to have that will sustain your duration of stay in Singapore. Otherwise, if you intend to enter Singapore to work, reside or study, corresponding visas are required before entering the country.
I should think so.. The Philippines is a different countrie outwith Singapore, I think a lot depends on the nature of your visit, for me when I travel to the Philippines I can only stay for 28 days without a visa anytime after that I need to have a Visa, so perhaps the same rules applys for Singapore
